Does anyone know whether a pcn received in the mail for the congestion charge requires the colour of the car to be stated and is it invalid without?
Colour is not required for any form of penalty charge, it was only put on as additional 'evidence' before CCTV became popular. Now that many PCNs are issued with a photo or cctv evidence its left off as the colour is self evident in the photo.
