The consensus is that they have the power to do this. If they dip into any funds that they pay in I will threaten them with withholding notification of settlement of the claim until they put all the money back into the account so that I can apportion the funds against the debts I have to clear. This may not be supported in law other than the fact that they are giving with one hand and taking away with the other, therefore the claim isn't settled in full in my view.
