Default All court cases automatically stayed?

Went into my local court today to put in my bank charges claim with Lloydsicon, I've claimed before with Natwesticon a few times so knew what to expect but the lady looked at the claim and said "we aren't taking anymore of those now" I said why? She said there was a "judgment" and all cases were now being automatically stayed the moment they were issued, I didn't think this was the case. Does anyone know anything? I thought it was supposed to be on a case by case basis.

In theory, yes. In practice, 99.9% are stayed.

Are you saying they refused to accept or issue the claim at all?

well at first she did but I then saw that she was training and suggested she check with her manager which she did and then the claim was issued.
