    Default Does a PCN have to have "date of contravention"

    Hi - got a St Albans pcnicon for being 6mins over ticket. Although over it was remarkable how the ticket issueing had started before 5 mins grace was up.
    Anyway from reading these forums sounds like the experts are here.
    I see two things missing from my ticket and wondered if there were grounds for an appeal - just on principle of not giving these guys my money.

    The first is there is no "Date of Contravention" only a "Date of Notice".
    Second there is nothing detailing the expiry time of my purchased parking ticket which i thought from reading around, was required for that particular code (parking in bay and exceeding time limit)

    So the ticket has the following


    I'd love to get off with this as the guy was a real xxxx. Maybe I'm dumb, but since in certain places in my county we can now setup a ticket by phone or text, why dont councils force NCP etc to give some low cost options:
    E.g. have an option to auto extend your ticket if you dont txt to cancel (e.g. txt when you arrive, txt when you leave). It seems galling to get nailed for 60 quid when you are a few mins over, when you could stay for 24 hrs in the same car park for a couple more quid.
    Or have a "low penalty option" - I'd even pay a 5-10quid "adminicon" fee so if an attendant checks your car is covered by a txt ticket (which they must do right since there is no physical ticket), and its expired, they auto extend to the max limit, and charge you 5 quid on top.
    Of course both of these wouldnt generate the cash flows that councils and companies actually require......

    I can't see the image of the PCN but as far as "Date of Contravention", it can be in any form that falls within the details of the contravention. ie. was seen at ??:??am on the DD/MM/YYYY.

    If your PCN only has an issue date it falls foul of statutory legislation.

    There is legally no 5 minutes grace period on a parking ticket, you get the time you pay for after that a penalty can be issued. The PA will wait until 5 mins is over to allow for a minor difference in clock times. If the PA started the pcnicon after the 5 mins you would get 6 or 7 mins extra not the 5 mins the Council allow.
    The expired time is recorded by the Council there is no need for it to be on the PCN since you have the P&D ticket so you will know when it expired.

    in addition to date of issue it has

    "which was seen at location
    BLAH
    at HH:MM on DD/MM/YYYY
    by parking attend etc"

    I thought that maybe since it didnt say "date of contravention" there was an angle....doesnt sound like it
