a bailiff has, and also what they cannot do when collecting debts and repossessing goods etc.
The way I see it, and I'm probably totally wrong here, but the courts are offering a service for which they take payment i.e. you pay for a claim to be brought in front of the court, you then pay again for the allocation and the hearing. So isn't a stay in effect the court is withholding a service that you've legally paid for. Isn't that sort of legal transaction covered in consumer law somewhere?
