my grandson attends the local day nursery 3 days a week,Mon,Tue and Thurs.
My daughter has just been told that she has to pay the full fees for holidays and Bank Holidays.
My query is if the nursery doesn't open on Bank Holidays and therefore does not offer the service on those days can they legally expect full payment for those days?

I am going to get daughter to check the contract tomorrow. It is a really good nursery and grandson loves it there.

You don't usually pay for bank holidays, but the full fee for holidays as they are holding a place for you (a bit like if you had the keys to a hotel room - and weren't using it, it would still be your room). Some do offer half price for a couple of weeks a year. Best check the contract.
And also if your child is sick and they won't take him for that or you don't take him in then you would still have to pay.
