Unless there are waiting or stopping restrictions on the road concerned, there's nothing to stop you parking on or near a speed hump. Unless it was specifically a raised crossing point for pedestrians, I can't think why you'd get a ticket.

It would have to be properly TRO's and marked as a crossing for pedestrian - not just raised. (ie. it needs white zigzags)
It does not need zig zags if it is a pedestrian crossing point it is classed as a dropped kerb although its the road that has been raised. It would be obviously different to a speed hump in both design and appearence. At present its only a contravention in London and doesn't need a TMO if its in a Special parking area, it will be rolled out Nationwide when the 2004 Traffic management act is fully enacted.
