Great news, that ONE council in a hundred has seen some light of truth instead of behaving like sleuths.
I thought when Islington opened a chink to its pcn enforcement to public scrutiny, that there may be some change from peccant conduct to expectant construct. I waited with baited breath for the spin, and our new PM said clearly spin was out, meaning spin was still in.
Three weeks ago, a neighbour who I helped out in a court case successfully against two banks, told me she had a Charge Certificate where no PCN was left on the car. We drafted a reply and Islington cancelled it.
Funny how these charge certificates just accidentally come out of computers designed to run with total inhuman precision.
It happens with a similar preponderance of frequent pure accident precisely at CPR 75.3 in the TEC procedure where Appeals and Notices of registrations that should get come out, are replaced with bailiffs visits after some four 'alleged visits' that also should take place, but only the bill comes out, not the work for it. Another of my acquaintances, very large company, also well known here, has a similar rate of fatalities, with about fifty charge certificates from Westminster, WHILE appeals are pending, see Miah V Westminster.

So all in all, the plunder has to come to an end sooner or later, the question that remains is:
How long did and will councils persist, after Jackson's ruling, with denial of their tricks campaigns, to reign in the revenue, and then tell us that you cant get a refund, because you consented to pay, under duress with a kind word and a gun I say.
This is the open government we have, where we are told it is the will of Parliament, all the while overlooking that Parliament should be the expression of the will of the people, or did I lose out on the word democracy somewhere and get it wrong for tyranny?
I forgot to mention that Neil Heron was in London last week, trying very hard to get a PCN in Camden, where you only have to breath in the air, and a PCN come into the throat. SEVEN wardens came and looked, and none would give a ticket. I thought if wanted to get an AWARD of a PCN Camden was the best place in the UK to go for it. But apparently NOT if you are Neil Heron.
