I have been going around in circles for a week with paypal and am getting nowhere.
I have two accounts with them A - an eBay account and B - a personal account which is used to accept donations for a website I run.
Account A has a - balance due to their ridiculous system. I shipped two items which a buyer says they did not receive, I sent tracking info to PayPal but they still found against me.
Account B has a positive balance and they have frozen it, asking for more information. The info I can give, I have. But two steps they want completing are bring account A back to a 0.00 balance and also to add a credit/debit card to Account B. I can't add a card as the two I have are attached to Account A. They just won't listen to this!
My arguement with them is, take the funds from B, put them in A and we'll all be happy. Nope, won't do this.
So, my only option as far as they are concerned is to wait 180 days and then the account will be unfrozen. SIX MONTHS????
Can they do this? Does anyone know what legal rights they have to link my two accounts and freeze one because the other is in a negative balance?

I do believe that any accounts you have can be linked by name, address or source funding. You should still be able to add the card from account a to account b as me and my husband have accounts and have corresponding cards and bank accounts on them. Are the asking you to verify account B?
I would call them up , and ask exactly what they need to verify account B to unfreeze that one so you can 'send money' from that account to the other one.
Regarding your buyers' it is very uncommon for paypal to favour buyer if tracking details are provided so mention this problem as well on the call.

A card from account A can't be added to B, I have tried and get the error message that the card is already in use by another paypal account and PayPal also advised the same over the telephone.
Account B is already verified, they simply want me to add a card to confirm details.
I have mentioned the tracking issue many many times. International Signed For via Royal Mail was used and this can not be tracked online to the door, only to the country. It would appear that overseas buyers are now wise to this and it's a common [problem]...as I have found out to my cost.
Ahh, makes abit more sense now. I have used ISF many times but have very honest buyers. They only record going out of the UK. Have you tried deleting the card on account a to add to b just to get that one going? (just going thru things in my brain)
I normally find them quite helpful on the phone but have heard many horror stories ?
Is account a seriosuly in debt?
Do you have someone that can make payment to that account for you?

Might the problem be, due to the matter one account is a personnel account the other been a donation account, there might think your using the donation account funds to clear your personnel account, i had my account frozen when some buyer placed a claim in, after 10 days and proving delivery the account was unfrozen, 180 days does seem long winded even for paypal. Have you tryed going into the live chat room on e.bay and get instant help by some1 whom has suffered the same.
PAYPAL frozen my account in credit
and am getting nowhere.
