Sent aletter recorded delivery with Royal MAil which included a crossed (account payable) postal order
Posted 28.04 and to date not delivered
I made a claim for a refund of postage and the value of the postal order
RM customer services wrote to me telling me as the letter contained a PO they have forwarded the matter to their Postal Order Department who would contact me separately
Then received a letter from them saying a refund is NOT payable as the postal order "was encashed"
I asked them in return who encashed it and when, and why an account payable PO can be encashed and also a proof of delivery for the letter
Basically I want to know where the letter ended up and who encashed the PO
They never replied to me and have also not issued a refund
What else can I do ?

Well, I don't know who cashed it, it was sent recorded delivery but according to Royal Mail never delivered, but the PO inside was "cashed" by someone, but it should have gone through an account as it was crossed
They don't know who received the letter or whether it was delivered to the correct recipient, only that the PO was cashed.
In theory the letter could have been opened by someone during transit, the PO taken out and simply cashed.
I paid for recorded delivery but there is no trace of the item, I paid for a crossed account payable PO and it was simply cashed by Mr or Mrs X
They can't tell me anything but refuse to compensate, so I am more than annoyed

In all probability it has been received by the company. I have had incidences where I have had no proof of delivery but I have received responses from the companies concerned. A lot of companies have one signature for a bulk delivery, this includes Littlewoods, cap one, Morgan Stanley, Abbey, just to name some. I have discovered that if you don't make it on to the first page then you don't get a signature. Also, had one I sent on 23rd April wasn't delivered until 10th May.

I completely understand what you say, "in theory"... But let's look at the reallity... The Postal Order, it's to a DCA, yes?
The scummy nutbags have weaseled out of signing for whatever the letter was for, and I think we both know what we're talking about here..??! Yes?!
The fact is that the Postal Order has been cashed, it's a crossed Order presumably with the payee printed rather than written, and it's, "Payee Only". So unless a fraud has taken place... You can prove beyond doubt that the recipient has received both the letter and the Postal Order. These silly games that banks and DCA's play when they say, "we didn't receive.....", really don't hold up in court!
Personally... I think you should forget about the compensation aspect and focus on the positive aspect that you can prove that the correspondence was actually received, by their own actions... In actually encashing the Postal Order.

Yes, but I don't know who received the letter , according to Royal MAil it was lost, not delivered or whatever
I did send a second letter also recorded which was signed for and PO also cashed, the DCA has acknowledged receipt and all and is by now in default. So that sied of it is covered by the subsequent letter I sent
I am just annoyed with Royal Mail for not providing a service I paid for ref the first letter I sent.
They state although being provided with a tracking number they can't actually "track" anything with it, if it's gone it's gone.
So I decided to get my expenses for the first letter back from Royal MAil as they have acted negligent by not getting a signature for a recorded item and letting a crossed PO being cashed without then being able to provide any details who cashed it and then having the nerve not wanting to accept liability for it

I've been a postman over 10 years and to be quite honest Royal Mail don't really give a monkeys about confirming delivery of recorded deliveries. It doesn;t mean they don;t get there though, and I can say with 99.9% certainty that yours was cashed by the person you sent it to.
If they say they haven't recieved it don't believe them. You've got the receipt to say you sent it and you know it's been cashed - do you think they would let you off if it was the other way around and you said you hadn't received it?

Well, that's not the point. If I pay for recorded delivery I pay for the item being signed for
Otherwise I wouldn't have to pay 70p extra if it doesn't matter. They shouldn't have a recorded service and charge extra for it if they can't fulfill their service promise.
A crossed PO is account payable and has to go through someone's bank account. This one didn't. It was just "cashed" without the Post Office having any details who cashed it.
Both counts unacceptable to me as the customer, hence matter being taken further if possible

I agree with the earlier comments that it appears your item has been delivered, with either no signature taken, or the tracking system has not been updated correctly.
Either way, this is not acceptable. If you contact RM, they will refund your Recorded Delivery fee - but as this is only 60/70p or however much it costs, you will probably find that they will instead send you a book of stamps worth a few quid rather than a cheque for a few pence.

can't help with yours i'm afraid,,,, but I also had cause to contact POSTCOMM - who I rekkon are not worth the effort.
I received a parcel, but the contents were broken beyond repair.
The packing was as good as ever - but RM gave what they called "a good will gesture" of a couple of quid.
Their excuse was that because the parcel was delivered (even though smashed) that I didn't have a leg to stand on.
I wrote to POSTCOMM whe replied almost word for word. I got the impression that they work hand-in-hand with RM instead of looking after the customers rights.
It's no wonder people are using alternative services,,,,

I worked for RM in the past, blah, blah, blah...And they were the worst employers anybody could ever work for, believe me!
However, during my lifetime (and running my own business for a few years) I would say RM's logistics are astonishingly good and I'd guess I've had about half a dozen problems in twenty odd years.
Quite brilliant really.

Like almost all utilities & services, they seemed to run a lot better years ago & be more customer oriented than now days. Im old enough to realise that accidents, mishaps, mistakes etc can be and are made in all walks of life.
What separates bad or mediocre companies from good ones, is how they rectify things when they go wrong.
Their original standardised reply admitted two reasons why our belongings get broken whilst in their possession ! I admit that there was an accident they had a problem - I get it. But why should I end up out of pocket for their mistake/accident ? All I expect is recompense from a company who charge me for a service that is lacking - after all, it is a business that they choose to be in.
