i was given a ticket by cctv the other week, for making an incorrect maneuver, i turned down a 'no right turn road'. i did indeed do this, but my problem is that this is a common place for cars to turn down this road and it is regularly used. i myself have done this without a penalty notice, until all of a sudden. can the council use cctv to single out drivers for this or do they have to charge everyone who commits this maneuver. can i appeal this on these or other grounds

Yes, they can issue from CCTV
No, they don't have to issue PCNs to everybody - they have discretion (which is how they do not ticket their own vehicles for parking)
No, you can't use this to appeal

I saw on TV last week lots of people go shop lifting can I use this as a defence if I get caught for doing the same, I doubt it?
You openly admit you have ignored this road sign regularly and feel you should get off, you should consider yourself lucky its just a pcn you got since you clearly deserve to get your licence endorsed.
