heating in rented accomodation

Is there anyone who can clarify a landlord's obligations as far as concerns heating? I've lived in this house for 3 years. IN the Summer it is wonderful - in winter it's damp and freeeezing cold. I have a multi fuel burner which is actually terrible at heating the room let alone any other part of the house unless it is piled to the brim with coal (not very economical). I've asked the landlord to get a new one - and suggested me buying one and him taking some money off the rent every month so that it ultimately becomes his. He said the other day that he would be happy for me to buy a new one but that I would have to take it away when I leave. All this has been quite informal (and as it's so lovely and warm at the moment it's not urgent). The rent here is low - the agent claims that it is low because it is cold - surely they have to do something to allow us to heat the place economically? I want to leave, but can't afford to at the moment. Does anyone have any ideas or experience of this kind of thing?

There is no obligation on a landlord to supply any form of heating - only to keep such heating system as there is in repair.
