Default Desparate And Going Down The Pan Help!!

Hi there

i really hope someone out there can help me im running out of time and i need any help i can get,

Since having children my finances have taken a plunge in the last 5 years ive got into 60k of debt not helped by around 15k in bank charges which im in the process of reclaiming.
Ive reduced my small building company in size from 6 men to just myself and one other to reduce my outgoings as i have no cash flow and even the smallest of un-forseen bills normally results in another frightening string of charges or fines from somewhere else,now im starting to loose work as its taking longer to complete the work i have and im letting people down.
My only saviour is that i have a rental property with enough equity to refinance and pay all my debts,BUT here lies the problem

due to various problems ive finally managed to get an offer for a remortgage after 18 months!!!
the problem is the free-holder (mr x)is proving impossible to deal with ,hes a nice enough man but never returns calls or does what he promises, ,i owe him ground rent (around 1k) and he has never had buildings insurance both items of which need to be upto date to obtain the mortgage,
Ive spoken to mr x friends and family and begged them to help but they all say that he never gets around to doing anything and has allways been like this,even if you owe him money hes allways to busy doing his own thing,
The man who rents the shop mr x owns below my flat says he owes him a years rent but he never turns up to collect,what can i do? mr x is acting like he owes me money not the other way round! most people would bite your arm off for a grand !

I know i can take him to tribunal to sort this out but this takes time i only have about a month before my mortgage offer runs out and ive already paid for 3 valuations and 2 lots of searches over the 18 months,

Also only the freeholder i have been told can insure the building(buildings insurance)
I also need a signed letter saying im upto date with the ground rent.

im desperate and frustrated im on the verge of camping on his front door step because unless i keep up the pressure (not worked so far) i could loose everything ive worked for in the last 15 years,just because mr x lives in his own little world and cant be bothered to do anything,

Please help if you know of any ways round my probs

jezzy; make it as easy for him as possible. Go over there with money & filled paperwork for the service charges, get a quote for the insurance or even arrange a to visit him with an insurance broker. Try to organise all you can so the troblesome freeholder doesn't have to bother his air-head; all he would be required to do is to sign and waive you off.
Try to find out from his friends/family what he likes; fishing? theatre? knitting? Oherwise the stuff you talk to him may be so boring boring boring and mundane....the usual pressure of financial needs doesn't seem to apply, so make it painless, easy, quick and use a sweetener.
I hope someone will correct me if I am talking utter gibberish and there is another, quicker, better way....

many thanks for your reply,im already trying out what you have suggested,ive filled in the forms for the insurance etc and a friend of his said hes into politics so you might have something there,only problem is he does not seem to want to answer his mobile so mabey ill have to keep visiting his house! i just cant believe how every step of this remortgage has been a real labour,my luck has got to change soon!
