Default Witheld deposit

I moved out of the property nearly 12 months ago. As part of the contract I had to supply copies of utility bills and council tax payments to the letting agent within 28 days.

I have not done so, but I do have copies that I was paid upto date for Council Tax and electric, however not for water rates.

Does the above facts now preclude me from getting my deposit returned?

nope, bills are in your name and so don't affect the owner. Also I think the next tennants would have complained if they had got lumped for your water bill. Can't you just ask the provider to provide a statement saying the bill was settled up to date X?

Failing that the landlord has to prove that he used your deposit money to pay that bill if it was outstanding (something he shouldn't have done anyway).

Yep, follow the same court process as detailed in the bank charges reclaim process: Letter informing of intent, 14 days to respond, if no resolution then Letter Before Action, 14 days to respond, if still no resolution then Small Claims Court/MCOL.
