Freeholder / leaseholder help please

I live in a house that has four Flats. 3 of them are owned by leaseholders and the fourth owned by the freeholder. The freeholder does not live there and has always rented it out via an agent.


Last year we were offered the freehold and the 3 leaseholders eventually aquired it.

The situation today is that there is effectively one leaseholder without a share in the freehold and 3 leasholders / freeholders.

When we purchased the freehold we invited the remaining leaseholder to buy the 4th share but received no reply save a letter informing us that the leasholder had moved and supplying us with his new address.

When bills became due ie ground rent share of insurance and small amounts of essential building work (ie claering blocked drains/gutters) a bill was sent each time asking for their share.

Each time no reply was sent. After 4 months have passed we sent a recorded delivery demand with a time limit to contact us and make payment. This time limit is now over a month expired.

My fellow freeholders have has to share the costs between the three of us.

Meanwhile the 4th flat has been rented out and has recently changed tenants.

We approached the agent and asked if he would pass on a message to the leaseholder and was refused with the excuse that it was nothing to do with them.

Any suggestions as to our next move we are at our wits ends
