Default Kidney patient with no heating

Hello I am new here, found you via Google.
I am a kidney patient who is very near to being on dialysis (20% kidney function left) and on the 29th Dec our boiler packed in. Now the boiler had been making funny noises for at least a month before hand and we had told our landlord this but nothing was done. Now it has gone and we have no heating or hot water. Plumber came out on the 31st and to me, he did not seem to know what he was doing, he took it apart, had a look and sort of put it together again, then to my amazement, he lit the pilot light and started running the hot water tap. Well there was flames everywhere, smell of melting plastic etc, before he switched it off and said it was dead. He said he maybe able to get one and then he left. Now we have not heard a thing since, till this morning, the missus left messages on the landlords phone and mobile. We get a call saying that the plumber has ordered one but it will not be here till next week and he will fit on Friday next week.
Now I am a bit worried about this plumber, I dont know if he is cogi registered and I am not happy with the way he works, he does not look safe.
Now do I leave it at this this or do I contact the council about it, for at the moment it is absolutely freezing here, we only have one portable gas fire in the lounge. I am sitting here with thermals on, a rugby shirt and a fleece sweatshirt on and on top of all that I have a fleece fishing suit on and I am still cold (the only things that are warm are my fingers doing all this typing).

We have been in the property for nearly 7 years and have a bad history with the landlord doing repairs, the front window took over four years to get repaired, the roof took over a year and we still have other bits to be done.
ps. forgot to say he's a builder, owns his own company

Assured shorthold tennancy which I assume is now a peridoic tennancy, for we have not signed a new one at all
