Electrics failed test - private landlord

I've posted on another thread about same tenancy. It's fraught with difficulties and this is another one. Several weeks ago an electrician came to do a complete test of all the electrics in the house because a refurbishment of the kitchen had not been signed off by Building Control since before September 2006. It failed the inspection. I asked the electrician for a copy of the report and I also asked the LA. Both said that I would get a copy. As recently as three weeks ago the LA said I would be given a copy, but that there was some major work to be done and it would be disruptive. Since then the LA has caused some other problems (please see other thread re AST). Am I entitled to a copy of the report, given that the Landlord doesn't have to supply an electrical safety certificate?

Since then I am very nervous about touching any fittings in the ceiling that the spark showed me had been wired incorrectly/against regs. It makes changing blown halogens a bit tricky! I've only spoken to the landlord twice in 6 months, but she says that I must expect to find the 'odd socket or fitting out of order in an old house". I think I disagree....

There are several other problems with the house, but given my situation with the other matter, I'm not sure how to play it.

Also - re people with no heating/hot water..I too had no heating for week in October or boiler heated hot water. I had sewage coming up through the kitchen sink and through a gully in the floor (several times). There are trip hazards at the front of the house.

My tenancy ends on the 28th December (in dispute). Should I still call out the council to have a look?

Statutes regarding electrical safety are notoriously ambiguous regarding lettings.

Thanks MrShed, read the thread with interest. In my non-AST agreement, electrical safety is mentioned under landlord's obligations:
If the landlord breaks or does not comply with any of this obligations in this agreement or of his statutory obligations, the tenant may be entitled to claim damages or compensation from the landlord, or to seek other legal remedies against the landlord.
The landlord agrees to the following:
To comply with the requirements of section 11 of the Landlord and Tenant Act 1985 which imposes etc etc etc....

To take reasonable steps to ensure the the landlord's domestic gas and electrical appliances and other similar mechanical appliances in the premises for which he is responsible are safe, in proper working order and in repair both at commencement of, and during the tenancy, as may be necessary from time to time in order to comply with the landlords obligations under the Gas Safety Regulations 1998, the Electrical Equipment Regulations 1994, the Plugs and Sockets etc., (Safety) Regulations 1994.
