Default Landlord conning me out of deposit

I have lived in the property for 6yrs. The house was put up for sale in the summer and is sold. I am moving out this weekend but my landlord has said that the deposit will come to me if there are no structual repairs needed and if there isnt any unpaid bills! (and will take about 3 weeks)
I thought if the house has been sold as seen and the property is left in a clean state when i move, he shouldn't refuse to give back the deposit?

Normally the Landlord would be responsible for any structual repairs. The Tennant would be responsible for keeping the internal of the property in a good state of repair. What does your Tenancy agreement say?
If the house is already sold then surly any structual problems now are the problem of the new owner. These would of been picked up in the survey.

Thats what i thought, as for the tenancy agreement, i havent had one of them in a few years! The only time the landlord gave me an agreement was when he put the rent up.
I have been told today by the council and citizens advice that he is breaking the law by refusing giving back the deposit as the house is sold. I just dont know where to go from here.

Under s 11 Landlord and Tenant Act 1985, there is an implied obligation of the landlord to keep the structure of the building in good repair. This is for leases of less than 7 years! He has no right to charge you for structural repairs!!
