At the time he was working for an employment agency...which the bank knew! I have read many threads that if you were self employed etc then the PPI was inapropriate anyway. However I can't seem to find any details on whether being on an employment agency at the time has the same affect.

You need to read the terms and condition that were give with the ppi. Some policies cover self-employed etc.
