Default Long term sick & PPI

Basically. My husband was in Hospital on October 28th last year and he
has not returned to work since due to a stroke. He had PP on his Cap one card and axa were great, they just paid the balance off in full.
But..
MBNA credit card, who our protection is with St. Andrews Group have only made three payments since October for £10 each. They are irregular despite me sending current sick notes etc. And also they are still charging the payment protection fee of roughly £5.50 per month, so in theory they are only paying £4 per month (when they do) off his card.
Is this right?? It seems pointless having paid this protection for so many
years only for them to have given us £30 back so far. I just wondered whether there was anybody i could compmain to. He isn't
going to work in the near future and it doesn't seem right that one company can pay off a balance in full (which was just short of £1000) and the other cant even make regular payments. Husbands MBNA balance is only £700 so it's not much, the monthly payments are
£30 ish but it's hard to pay due to him being on sick pay, and also I aren't working because I had to leave my job when my maternity leave ended due to his illness. I thought that's where the help would come
in.
Ironically St Andrews Group are the company with who our mortgage payment protection is with aswell. They were late with the first three payments and they are only paying 75% of our monthly mortgage figure because they said my husband earned 75% of the wage and I have to cover my own percentage of £25 because I was working when we took the policy out.

We are struggling financially and I wondered if I could make a complaint to somebody higher than the actual company as they have been very unhelpful. They said if I cancelled the mbna protection then they would stop the payments.
