I have contacted the leasing company and asked them not to pay. UKPC have now written to my company and tried to get them to pay. We wrote back telling them that any contract can only be formed with the driver and that we are under no obligation to inform them of the identity of that driver. We also told them that any further corresspondance would result in us informing the relevant authorities as we would deem it to be harassment.
They have written back basically saying pay the fine and that there was sufficient signage.
We have now written back again re iterating what we said in our previous letter.
There is no way they are getting a penny from us!!!!!

Hello All.
Help!! What happened with Bankbustermum?? She hasn't reported what has happened next.
I too have fallen foul of the UKPC whilst parking in a free car park at a leisure park. I parked over the white line in an almost empty car park and received a £80 fine (£40 if paid within 14 days) for a works van. UKPC are special in that they have no contact details whatsoever on the ticket and no contact details on the subsequent letter. The only telephone number is to make an automated payment. I have written to them 3 times contesting the ticket and never received a reply. I have followed the info on this website regarding the contract with the driver not the owner, but still they send me demands and now I have received a letter from their debt collection agency demanding over £100 now! Also, they are threatening me with court.
Please help!!!

Natmax,

Don't panic, they are using standard bluff and bluster tactics. Write to the debt collection agency and inform them that you are disputing the charge as you are not liable for it as the registered keeper. Advise them that they should pass it back to UKPC. The debt collection agency can't do a thing once they receive your letter, other than pass it back to UKPC.

Chances are that the debt collection agency is owned by the same people who own the parking company. Just another tactic they use to try extorting money out of you! As Rob says, don't panic and definitely don't give in to them. Eventually you will stop receiving letters from them, but if you find it distressing, pop round to your local police station and tell them that the company is attempting to obtain money from you by deception. They are obliged to act...

Wrote letter stating that I was not the driver at time of alleged incident and that I had evidence. I told them I had been advised that only the driver could enter into any contract with them and that as such I would not be paying their fine and that any further communication from them, other than a letter absolving me of this charge would result in me contacting relevant authorities etc.

Yesterday I received a demand from Hunter Forrest & Co for the sum of £105.24.

I willl fight this all the way.

Don't let these bullies win.

You shouldn't need to include the letter from UKPC, just quote the DCA reference and advise them that the debt is in dispute and that as the registered keeper you are not liable. They will have no choice but to pass it back to UKPC.

Thanks! Sent letter off to DCA today, will let you know what happens next...

P.S. I know that the only telephone number UKPC provide is the number to make payments on, but the Tesco store where 'my' ticket was issued now has a telephone number posted for those disputing tickets issued. The next time I'm in I'll take a note of the number and post it here for anyone who needs it.

If it's of any use to anyone this letter was drafted by a friend of mine and seemed to do the trick. Great forum by the way, very helpful! It's about time these leeches were told where to stick their parking fines! I was 10 minutes over the allowed 'free' parking time when I went to collect my car from a local supermarket car park ....not that it was me who parked it there you understand, I just went to collect it

Dear Sirs

Civil Penalty Charge Notice xxxxxxxx

I am in receipt of your letter dated xxxxxx, the contents of which are noted but not agreed.

I am the registered keeper of motor vehicle xxxxxxxx however I did not park the vehicle at xxxxxx on the xxxxxx and therefore do not consider myself liable for any alleged contravention of parking restrictions or associated penalties, kindly amend your records accordingly.

I trust this will be the the end of the matter, however should you intend to issue proceedings any action will be vigorously defended.

I reserve the right to refer to this letter in connection with the issue of costs at any subsequent hearing.

Thanks for posting the letter. It looks good, but could put you on a sticky wicket if the company in question happens to have CCTV and can show that you were driving the vehicle. Probably better to state that you are the RK and remind them that they would need to provide evidence of who was driving in order take any action.

Yes, I see what you mean, get them to show their hand first (if they have one) before deciding on a defence.

I don't know how these people stay in business, the percentage of gullible people who park their car in a supermarket carpark and overstay has got to be pretty small!

I think you'd be surprised by just how many people pay! We're a definite minority here in standing against them, but a lot of people will simply be scared into believing that the tickets are official and that their scare tactics are genuine...

Hi All
What a great web-site! Anyway, I live on a private estate that has UKPC parking control. When driving around on Saturday, I noticed a yellow penalty envelope under my windscreen but with nothing inside it and totally unsealed. I thought it might have been issued on the estate when my car was parked momentarly, but am not sure. Have tried all available numbers for UKPC to be met with recorded messages from the phone handlers for the company or to be told noone is available. Very frustrating! I am fully expecting something through the post but what grounds does one have to challenge situations where no ticket has actually been issued?

You don't need any grounds to challenge it, to be honest. There is no real way to enforce the tickets in the first place, so I wouldn't worry about it. Don't waste your time with their appeals process either. They run it themselves, so it's pointless and somewhat less than impartial...
