Default Parking ticket

On Sunday 14th Jan my partner who lives in Leeds had called in and left his works van outside my neighbours house 2 doors up, when he left at 4.30am this morning he found a parking ticket on his van, when he looked closesly the address on the parking ticket was of my home address !!!!!!!!
I am very upset to find that my personal home number was on show for all to witness ............. also i am more than bemused as to who was able to determain who's vehicle is who's .
The van was registered to my partners employer who lives in Leeds, and with all the checks that could have been exercuted , it could not have be traced back to my home address also it was parked 2 doors up and not outside my property.
I can only deduce that a neighbour who has acted very malicely and phoned to complain that the van was parked up in the first place , and my home address given. I have found the whole experience very upseting. Is this legal to breach my confidentiality ?

This doesn't sound like a lawful parking ticket - PCNs do not have any address on except that of the payment/representations office.
