Default Im so angry..

In July i had parked my car in a parking bay in the city centre. I was working around the corner and it was after six o'clock when parking is free.
When i returned however i noticed myself and one other car had been given a PCN (there were loads of cars parked).
The parking metres (which were furthur down the street) had bin bags over them which, as it was after 6 o'clock i didn't even look at and it shouldn't matter anyway. A doorman nearby came to tell me that there was a temporary sign at the opposite end of the street saying 'no loading'..how was i meant to read this sign when it wasn't placed clearly?!? There were some barriers on the opposite side of the street where they had been doing some work to the road but my vehicle and any of the cars parked on the street were causing no obstructions.
However, very irrate i went home and wrote a letter to the council stating my defense (i am a student and the wages i had earnt that evening didn't even cover the fine) If i had seen it was no parking i would have parked elsewhere. I heard nothing back from the council and assumed they were admitting that they were in fact wrong, however, this morning i have received a 'liability letter' stating that i owe them £60 (£90 if i don't cough up in the next 14 days).
I am absolutely fuming and i will not be paying this fine. The fact they haven't even responded back re my first letter had annoyed me but for them to just ignore it and try to make me pay £60 is beyond rude!!
I did return to take photos a few days after but the street was back to normal parking.
Before i write back to the council again, i was wondering if anyone had any advice???

Not sure where you live, but in London for example, parking restrictions don't end
till 6.30 pm. That only yourself and one other were ticketed would suggest that
it wasn't a blanket no parking/loading restriction you fell foul of.

If you read the parking notice, it should indicate what actual offence you committed. If you scan it onto this thread there may be something irregular on it
that can be challenged.

Oh and don't expect the courtesy of a reply from Councils. They are too busy
making money out of motorists to bother to reply to ratepayers with legitimate
queries. They wait until they have billed you and then for you to respond to
their allegations on the requisite form.

Thanks for the response Lookinforinfo...
I need to dig my scanner out to put the ticket on the thread, bear with me on that one.
The ticket was issued in Nottingham, parking metres are not in use after 6pm or on sundays.
The offence code was 02: Parked or loading/unloading in a restricted street where waiting and loading/unloading restrictions are in force.
Im going to write back to the council and if need be im prepared to go to court to argue this one. The fact that there were no clearly placed signs says it all!!
I will scan the actual ticket in once i find that darn scanner...
