Angry Got parking ticket for waiting for parking permit

I paid for a hours parking as I had to help my father in law get his vistors parking permits as he can not read and understand what to do. We waited in the queue for a good 50 mins.It usually takes less than 15 mins In the end I had to leave my father-in-law in the queue and rush back to the car only to find I got a PCN on my windscreen. my father-in-law came out without the permits as he did not know what to do. The next day had to go back to pick up the permits.

Can i appeal against the PCN, help

If you had paid for an hour's parking but only been parked for 50 minutes before the ticket was issued then yes, of course you can appeal.
