Default No parking or not...?

This is the situation, there is a stretch of road, about 200metres long, outside a local auction house. No restrictions, no yellow lines, no little notices high up on lamp posts, only signs on the wall of the auction building saying "Please do not park on the pavement whilst loading" Can one park here...?

You cannot park on the pavement at any time unless the council has a Bye Law allowing it.

The sign has no authority to stop you paking on the road so long as you don't cause an obstruction.
