Default Parking on Yellow Criss-Cross in a car park

I had a PCN for parking with wheels over bay markings. I appealed on grounds that insufficient penalty charge information was available. My appeal was rejected on the grounds that I shouldn't park over the bay markings. I contacted the LA to say that they had not responded to my appeal fairly as they had not addressed the information I had given. The response now is that whilst they acknowledge that insufficient penalty charge information was available, I shouldn't have parked over the bay markings as my wheels were in a yellow criss cross area. When I queried what that meant, I was told that because it's a " a national thing" they can't accept my appeal - apparently everyone knows you can't park on a yellow criss cross.

The only "national" reference I can find to yellow criss-cross markings is with regard to box junctions. I can't find anything to do with criss-crosses in a public car park. (I didn't actually park my car on the criss cross, just had the wheels over the edge of the marked bay and onto a criss-cross. )

Where can I find out more information about these markings? Since they are a "national thing", I guess info is readily available? (Incidentally, the yellow criss cross markings are at either end of the parking rows - even at the ends that adjoin the right-angled hedgerow and where there is no path or thoroughfare, just a small gap (2ft) beyond the final bay .)

Are there pictures of the contravention ?
also post up a photograph of the received paperwork - suitably washed of your personal details.

I checked TRGSD and can't see anything that resembles these 'national' no parking hatchings. It doesn't even resemble a box junction. This is a LA car park.

I think they have got you for not parking within a prescribed parking bay area, not just for parking on a hatched area. Anyway I think you will loose.

I would also ask them for a copy of the regulation order for the car park. The wording on the TRO should be repeated on the signs in the car park, to penalise you for parking with part of the vehicle not within the the bay must be shown as a condition of parking or as a contravention that will be penalised.

Bolton were recently forced to change the wording on all car park signs to include the word "wholley" within a bay because the TRO said "wholley".

Parking on a restricted area (ie yellow hatched) is fined at a higher rate than out of bay so in theory you got off lighter if you do end up paying.

Yellow hatched areas in car parks are there for a reason, i.e. Pedestrian zones, access to ff equipment, disabled access aound cp space etc.
