Originally Posted by danielsw A few days ago I had to take my elderly mother who is in possession of a valid Blue Disabled Badge to a hospital in London. I parked at Swansea Rail Station in a disabled bay ensuring that the vehicle was parked within the confines of the parking bay, and duly paid for 24 hr parking fee. This was approx 7:15am in the morning. When I arrived back the same evening around 8:15pm I had been issued with a PCN. The offence being that I did not clearly display the Diasbled Badge. I must admit that both the Disabled Badge and the parking ticket had been displayed on the dash board but during the day it must have slipped, the result of me rushing and not positioning it correctly, and landed onto the steering column facing the driver seating position, but it could be seen clearly if one looked through the drivers window. As a matter of fact that since the issued PCN is for not clearly displaying the Disabled Badge and not for the parking ticket, the issuer of the ticket must have seen the payment ticket. I have 14 days to appeal against this PCN. What would you recommend as my course of action? | Green, shall I go first or do you want to. |

| | Platinum Account Customer | Re: PCN for Disabled Badge Holder Sorry, I'm a bit unclear here, are you saying the badge was face down or facing the "wrong" way (ie, not facing so that someone looking at it from the bonnet could read it without difficulty)?
If it was face down and the correct part of the badge wasn't showing, you are going to have problems appealing. OTOH, if it was purely that it was upside down or sideways, then it's not sufficient reason and you should appeal: Quote: 12. For the purposes of section 21(4A) of the 1970 Act a disabled person's badge is displayed on a vehicle in the prescribed manner if- - (a) the badge is exhibited on the dashboard or facia of the vehicle, or
(b) where the vehicle is not fitted with a dashboard or facia, the badge is exhibited in a conspicuous position on the vehicle, so that the front of the badge is clearly legible from the outside of the vehicle.
