Given the failure of many local authorities to comply with the regulations on how they should be marked, and their failure to maintain them properly, it is no surprise that people get confused.

There a a complete difference to not seeing a poorly marked line to 'I was loading on a white zig zig and got a FPN, can I get off I didn't know it was not allowed' or 'I parked in a loading bay to take my family to the station and got a PCN as I thought I could park in a loading bay' If you go back over the last few months and read all the Council PCN posts, you will find the majority are from driver error or ignorance of the law rather than from incorrect signage. But then again blaming someone else is always an easy option rather than admitting you are at fault. Its the same as the mentality that sees speeding fines as a 'tax' on motorist rather than a penalty for breaking the LAW!!

Another bit of spin applied by G & M of the facts relating to speed enforcement. But only to be expected from someone who hates personal transport almost as much as Ken Livingstone.
