Resident Permit holder Parking Only

Sun 12noon-4pm 20min only
no Return within 1 hour'
does that mean that even though I am a permit holder, Im only allowed to park there for 20minutes, is that what the ticket is for?
The sign is unclear in my opinion?
I thought it read to mean if you are not a permit holder, you can't park longer than 20min
?
thanks for all your help! | If you were only observed for 11 min and you are allowed to park for 20 min, exactly what contravention has taken place???? or am I missing something here??
