Angry Unpaid Council parking tickets

Hi newbie here, i have had a few parking tickets from Poole council one was on a old car which is now sold but the bailiff keeps visiting my old address where car was registered to at time of ticket and leaving letters for me with a nice high charge each time i have rung him and said i dont live there but he doesnt believe me and hasnt asked for my new address. What right does he have if he gets my new address? can he take my new car? if i speak to the council and offer monthly instalments will they call him off? Thanks

If you never recieved a notice to owner, you will need to file a statutory declaration Penalty Charge Notice,PCN,Representation ,Statutory Declaration,Out of Time Statutory Declaration,TEC,NPAS,PATA S,Adjudicator,Contraventi on Codes,Warrant of Execution,Road Traffic Act 1991,RTA 1991 . He can, I believe, reposess your car and / or property.

yes , there is a 12 month time limit to enforce the warrent, after that time it has expired and cannot be renewed.
