Is this ticket valid??

I parked at in a car park overnight out of the time restrictions while on a night out, i returned in the morning inside the time restrictions, with a ticket on my car, I cant remember but i'm sure the sign says it starts at 9am so i am going to check today, but if not is the ticket valid, as the printing is completely mis aligned.

I have posted the images with my details crossed.

X Can't see the ticket as the web page won't load. Can you try photobucket instead? X

Ignore that: can see it now. I would say thats not a valid pcn, its not just a little bit out. Not sure if everyone will agree?

unfortunetly the sign was from 8am so no luck there.

Could anyone say whether i can appeal this or not because the text is overlapping/mis printed, because if not i will pay the reduced rate.

I hope that its not valid. I hate the money grabbers.
