Angry help me please parking ticket fine

hi can you please help me should i pay this or not ? i parked in a carpark at 12.30 on the 12/04/2008 went to get a ticket and didnt have enough change on me so went to get some from a shop which is ajecent to the car park ( which i think the shop owns ) they said they couldnt give me any unless i bought something so i did i then retured back to my car to get my parking ticket by this time it was now 12.38 and upon returning to my car i found thhat i had got a parking ticket witch i think is total out of order as the ticket was issued at 12.31 which ment i would of only got round the corner to the shop before the gave me it ? what should i do ? i got my till recipt to prove the time as well please help me ? the ticket was issued by a company called NPM .

Is it a Penalty Charge Notice or a Parking Charge Notice?

Scan it into your computer and open it in Paint or similar program. Edit out the personal information and save it

Open an a/c on Photobucket, (here: Image hosting, free photo sharing & video sharing at Photobucket ), download them there from your computer and then post the link from Photobucket in your thread here.

Its a private ticket. Don't pay it and follow the stickies. Additionally, I think they might get in a bit of trouble for calling it a penalty charge notice: I believe thats illegal...

A clear breach of the Administration of Justice Act Section 40 (d)40.
Punishment for unlawful harassment of debtors.
(1) A person commits an offence if, with the object of coercing another person to pay money claimed from the other as a debt due under a contract, he— (c)falsely represents himself to be authorised in some official capacity to claim or enforce payment; or

(d)utters a document falsely represented by him to have some official character or purporting to have some official character which he knows it has not.

You should make a complaint to the OFT and Trading Standards.

Default parking ticket please help

hi i am a taxi driver and today i got a parking ticket for parking on double yellow lines a police officer came past at 8.10 and issued me the ticket at 8.11 even thourgh i moved the car before he had written the ticket out ? he took the reg number of the vechile and came in the office and gave me the ticket to my face as i was the driver of the car ? is this allowed ??? and what can i do about it please help me

You could always punch him square in the face.

Not very productive but I'm sure you would feel better.

I would ask for proof that you where on double yellows for more than 5 minutes which I think is the time they have to wait before issuing a ticket.
If it was yellow Zig-Zags then you would have no chance of winning.

NPM are also breaking the law by refering to it as a fine- and private individuals/companies cannot issue "fines"

on returning to my car on Sunday 12/10/2008 i was
shocked to find a penalty charge notice (PCN) on my car given to me by a cilil enforcemnet officer of the Wirral borough.

At the time of parking my car i was unaware that i
was
in a pay and display area, on checking at that
stage
(after i had noticed my pcn) i noticed a sign some
30 to 40
paces past my parked car, at the edge of the
road at the opposite end of the parking area,as the
parking area became a double yellow lined area. the
sign stated the restriction and time of restricted
parking. i have challanged this PCN but got a letter today giving me 14 days notice to pay the fine with 50% discount, or 28 days to pay the whole fine, anyone got any advice?
