Default Parking in a restricted street

I recently received a PCN for parking on a double yellow line. The incident was captured on CCTV camera and sent to me. I challenged the PCN on the grounds that I was not parking there but was waiting for a van to move off so that I could park into the space. The trouble was, was that the Van took about a minute and a half to move out of the space because it was lodged between two cars.

I was in the car at the time and my lights were on to indicate to other drivers what i was doing. Also, I wasn't parked on the lines but rather away from the lines so I was almost on the road. I genuinely believe that I wasn't breaking the law as I would have looked elsewhere. The road in question was not congested and it was on a Saturday. Is there any way of challenging this?

Also, the PCN sent was in a different name - the DVLA had registered my name incorrectly and the PCN reflected this. I have since notified the DVLA to registere in the correct name. Can I challenge this as well as technically the PCN was not issued in the right name?

Default Re: Parking in a restricted street

DYL indicate No Parking and No WAITING so technically your reason for being there is not enough to escape the penalty charge. The lines cover theentire carriageway so even if you was waitin several metres from the kerb it makes no difference unless you are caught in traffic.
