Default NCP-Railway car park-payment machine jammed

Hi, I parked my car in the NCP controlled car park at my local rail station. Went to buy the ticket-put £2.00 coin in machine-machine then jammed with my £2.00 coin in it...told railway booking clerk with a reply of 'nothing to do with me' got the clerk to make a note of what happened. Got back from business...no note on windscreen. Weeks later received a 'fine' with added admin charge, total £85.00. I am currently in correspondence disputing their 'FACTS' with the truth. What is the legal position here please? I tried to pay full amount, paid part, but could not pay the rest because of machine failure. Old machine with no pay by phone option. Any help much appreciated.

Not sure about railway carparks

, but local authorities have to keep a record of parking meter
malfunctions its under the road traffic act 1984 section 46(3)

What you could ask for are records for this particular meter and records of maintenance checks, which will show how often this meter has broken down etc.
If it transpires that it has a history of malfunction then you can argue this point with them

(3) Where provision is made for the use of parking meters it shall be the duty of the local authority to take such steps as appear to them to be appropriate for the periodical inspection of the meters and for dealing with any found to be out of order; for securing the testing of the meters, both before they are brought into force and afterwards; and for recording the date on which, and the person by whom, a meter has been tested.

(4) Where provision is made for the use of apparatus other than parking meters, subsection (3) above shall apply to such apparatus as it applies to a parking meter.
