Are parking attendant allowed to touch your vehicle

Hi all,
thanks in advance for any replies on this;
this morning i had parked my bike on the pavement against a wall for about 20mins (new job and don't have the key fob to the parking area yet) and the wall hid my tax disc and i have this device that covers my number plate.

i came down to find my device missing, hence someone had to struggle to get it off and steal it, leaving a tell tail sign of the paper part it holds on the floor.
i then see a ticket has been place on the bike.

now from memory parking attendants are not allowed to remove or touch the vehicle, it is also clear the parking attendant has stolen or damaged my device to get it off, so is this criminal damage?

where do i stand on this?

have photosto prove it was on there before i left it?

Can you prove it was the PA? Reporting it to the police may be a bit tricky since parking a vehicle on the highway with either or both the VRM and VEL not clearly displayed is an offence.

proving it would be hard i have a picture the with it on before and after - when it is removed... no one else goes down this road...

They are obviously not allowed to remove your property but being realistic what action do you expect to get from the police? You would be lucky if they even bothered to investigate if the bike itself was stolen. Even if they carried out a dawn raid on the PAs house I doubt very much he would have your 'device' with him. The best you can do is complain to the Council who will probably say 'how do you know its him and its an offence to cover up your plate'.
