Rule 47 -- parking at a bus stop I've just received a PCN for an alleged 47 contravention --- parking on a restricted bus stop or stand. A mobile camera operator had caught me apparently pulling away from the edge of a marked bus stop. In fact, I had momentarily parked the car some yards before the bus stop, while my son unloaded his luggage from the boot. I then pulled back into the road only to receive an alert that the boot had not been properly closed. I immediately checked that it was safe to pull back into the kerb, got out, closed the boot and pulled away again. This was the moment at which I was photographed. It's not at all clear, from the angle at which the photo was taken, if my car is actually within the restricted zone at all -- at most, the two rear wheels might be, but I doubt even that. Hounslow Borough Council propose to fine me £100 for this, or £50 if I pay promptly. My thoughts are:
1. To challenge whether the photo is conclusive evidence of my being in a bus stop, because of the perspective and angle at which it was taken.
2. To challenge that I was even "parked" within the normal meaning of the word, as defined by the Oxford English Dictionary. I had merely stopped momentarily, to close the boot.
3. To explain that I had stopped for reasons of road safety. Had the boot actually sprung open, I would have unexpectedly lost rear vision, and been a potential hazard to other road users.
