Please Help! Not Sure Where To Go Next...

Hey everyone,
Well... Last year in February i received a PCN for a traffic offence in London where i made an illegal right turn... i know i was in the wrong, and i wasnt actually aware that i couldnt turn right there as the area it happened in i know very well and hadnt even noticed the sign on the traffic lights all that time! Terrible i know, but i do accept full responsibility.
I do completly disagree with the amounts the councils charge and HATE even paying to park my car, let alone all the other things other drivers have to pay for... which is another matter... so i am entirely willing to pay the £50 as it is signposted and i shouldnt have done it...
...However... i am a full time university student and was living in halls at the time, my car was registered at my home address and i was livin in Canterbury... i wasnt home alot that term so received my mail late and by that time it was outside of the 28 days appeal period and the fine had gone up to £150!!!!!!!!
i did send off an apeal letter anyway and have not heard anything back since so wasnt sure what was going on, however my dad who now knows that this is all going on got another letter about it today saying something about how its going to be forwarded on to debt collectors.

Not really sure where to go from here as on my student income i cannot afford to pay the £150, but am 100% willing to pay the original £50 fine, how do you think i should go about contacting Lambeth to get them to lower it back to the original fine due to my circumstances? as i really cannot afford it! ARGHHHHHHH so panicky now!

Hi Lucy,

Welcome to the forums.

You will need to file a statuatory out-of-time declaration at a county court, which covers late service or no service. If that is accepted then that should return the debt to the notice to owner stage and give you option of paying at the discounted rate.

Here's a link to a copy of the form you need to fill out which is a PE2.

Take it down to your local county court to get it witnessed. It won't cost you anything if you do it there then send to the address specified in the notes.
