Drivers also first hear of an offence from a notice to owner some weeks later rather than receive a penalty notice immediately so will not easily recall the offence or the validity of the ticket.

I like this bit from the AA as an example of not understanding what it's all about.

With CCTV enforcement, drivers may never hear about it as the PCN will be sent direct to the RK.

I can't see what people are getting so upset about? First they moan about dodgy PAs making up PCNs and contraventions that never happened, now they moan that the whole thing will be recorded on CCTV? Surely having available CCTV footage of a contravention will be better than just the 'word' of a PA that the PCN was valid? The only people I can see being upset is those that for example think that leaving the car on DYL whilst they dash into the local take away is OK because they didnt see a PA in the street. Bus Lane compliance has improved dramatically since CCTV became widespread as drivers always fear they are being filmed although often its not the case. Hopefully parking compliance will improve also once drivers become more aware of the risk.
I cant see the point of the comment about not being able to record the tax disk details, why would you need them with a nice colour photo of your car to look at?
