Default Unpaid parking fines and not updating DVLA details... advice please

Well, this is not me that did this, but am looking to get advice on how best to deal with the issue for someone close to me.

When moving about 9 months ago, a parking ticket was issued for where the van was parked. Anyway, the fine was issued to previous address, but because the postman recognised the address, took it to the new place.

Upon receiving, person in question tore it up saying that it was issued to wrong address, so was just going to ignore it, despite me trying to tell him jsut to pay it.

Anyway, there were a couple more notices received, all to the previous address, which were subsequently ignored.

In all this time, he has not updated his address with DVLA, knowing that he will get hit with that fine.

Anyway, something came up recently whereby having licence would have been handy... but address still not updated with DVLA, so I suggested, maybe it was time to deal with this issue. He agreed.

So, if he updates his address with the DVLA, is he likely to get a fine for not updating immediately? If he might, what is the maximum?

Then obviously someone will pick up this unpaid fine.

I am trying to find out what he can expect once he updates his address with the DVLA... Is the parking fine likely to be in the hands of a debt collection agency, or with a bailiff?

How will contact be initiated? Will he receive a letter first? As its a new address, will it go back to the council, who will then contact him again?

What sort of charges is it likely to incur? The fine was initially £80, but have no idea what sort of charges might be added by now.

Any help and advice on this would be greatly appreciated, so that I can help him sort this in the least painful, least expensive way.

He is not likely to get a fine for not telling the DVLA his change of address because they don't know what date he moved. (Although if they find out before he tells them, they could fine him, so tell them now)

As for the parking ticket, is it a council ticket or a private ticket?

Not sure... though most likely from the council. It was issued from a photo taken from one of the cameras by the residence.

What would be likely to happen in each case?

If its a private ticket, its pretty much unenforceable and therefore safe to ignore. (there are loads of threads on here about private tickets)

If its a council ticket, do not ignore it. If its 9 months old, then its likely to be with a bailiff by now, who will find out the new address and cause all sorts of grief. Its possible the ticket may not have been correctly issued and you could post a scan of it here, where someone will look at it and see if there are any faults.

Ok, so if its a council ticket and its with the bailiff and he updates his address with the DVLA, he can expect the bailiffs to get in touch.

But what can he expect from them? Are they likely to contact by correspondence initially? Are they more likely to simply come knocking?

I am kind of worried about bailiffs myself, as we share a flat, but most of the stuff I have paid for, so would really have a problem if they were legally entitled to enter the property without anyone present.

Whats the sort of maximum charge he could be facing for all this? He will more than likely be able to pay whatever it is, unless it is really, really high.

99.9% of bailiffs are scum. Im sorry if that sounds harsh, but its true. Therefore you can expect nothing but lies, deceit, pressure, bullying and aggravation from them. They are supposed to abide by the rules but seldom bother.

You will probably find the parking fine is now £120. Permitted bailiff fees can be found on other threads, but they will often make up charges to whatever they think they can get away with.

If the fine was correctly issued and the PCN was valid with no errors, then its probably best to pay it straight away.

Updating the address on his driving licence and the address on the V5 are distinct and separate issues. There is no linkage of the two by the DVLA
