believe that the following parking contravention had occurred". (b) The amount of penalty charge payable is stated overleaf. An explanation of the time periods is
given below. fcj The penalty charge must be paid before the end of the period of 28 days beginning with the date of the notice. It is the full amount which must be paid before the end of the 28 day period. fd) If the penalty charge is paid before the end of the period of 14 days beginning with the date of the notice, the amount of the penalty charge will be reduced by the specified portion (509r). It is the reduced amount which must be paid before the end of the 14 day period. (e) If the penalty charge is not paid before the end of the 28 day period, a notice to owner may be served by Hounslow Council on the person appearing to the Council to be the owner of the vehicle, at which time the full penalty charge becomes payable (f) The address to which payments of the penalty charge must be sent is The Director of Finance, Civic Centre. Lampton Road. Hounslow TW3 4DN. There are also other methods of paying as described below. INSTRUCTIONS FOR PAYMENT ONLY The penalty charge is reduced by 50% if payment is received before the end of the period of 14 days beginning with the date of the penalty charge notice. Please see overleaf for charges. Payment can be made using the 24 hour payment telephone line 0845 1300 555. Please have your credit or debit card ready to respond to the auto-payment prompts. Postal payments only should be sent to: The Director of Finance, Civic Centre, Lampton Road, Hounslow TW3 4DN. Please ensure that the cheque or postal order is crossed and made payable to the LONDON BOROUGH OF HOUNSLOW. Please write the penalty charge notice number and vehicle registration number on the back of your cheque or postal order. A receipt will not normally be issued unless a stamped addressed envelope is supplied. NB: NO CORRESPONDENCE SHOULD BE SENT TO THE DIRECTOR OF FINANCE. Enquiries should be sent to The Parking Office, Civic Centre, Lampton Road. Hounslow TW3 4DN. Please quote the penalty charge notice and vehicle registration number on all correspondence, and provide a full postal address for us to reply to you. Failure to do so may cause delays in responding. The London Borough of Hounslow will use any data collected through the issuing of this penalty charge notice for the enforcement of traffic offences and other associated purposes. You have displayed ample ignorance on another post on another thread.
You do so here too.
Parking contraventions are neither crimes nor offences. True the motorist is required to obey the law but then so is the local authority. What this site and others like it do is to go some way to redressing the unequal balance between Local Authorities and the Motorist.
I have no idea and care less for your motives but be assured that for every foolish and ignorant post you make there will be many others who will be more constructive. |

In all cases where it is not lawful, enforcement must be lawful in order to obtain payment of a penalty from the wrongdoer. |

IIIuminati I will ignore your post as it does not help me. If I amin the wrong i will rightfully pay for PCN as i have done so in the past.
Someone suggested I contact the council and ask them when was authority given to the wardens as it was only the police who could that.

Under S.66 of the Road Traffic Act 1991, the following must be displayed on the PCN. Quote:
(3) A penalty charge notice must state—
(a) the grounds on which the parking attendant believes that a penalty charge is payable with respect to the vehicle; (b) the amount of the penalty charge which is payable;
(c) that the penalty charge must be paid before the end of the period of 28 days beginning with the date of the notice;
(d) that if the penalty charge is paid before the end of the period of 14 days beginning with the date of the notice, the amount of the penalty charge will be reduced by the specified proportion;
(e) that, if the penalty charge is not paid before the end of the 28 day period, a notice to owner may be served by the London authority on the person appearing to them to be the owner of the vehicle;
(f) the address to which payment of the penalty charge must be sent.
| The tear off slip is NOT a part of the PCN - this has previously been established. Thus 3(b) does not appear on the PCN (it only states the amounts on the tear-off slip) |
