I've been following the thread
Civil Enforcement Ltd (again!) and I haven't seen anybody taken to court by them. They seem to be all threat and bluster.
What I would do is issue them with a refer back to client letter to Newlyn. You should also send a copy of this letter to CEL along with a further cease and desist letter. You might want to include a warning that any further communication from them or a DCA in respect of this matter will be reported to Trading Standards and the OFT and you will also make a harrasment complaint to the police under section 40 of the Administration of Justice Act 1970
If you've already sent a letter of this nature to them with these warnings contained then make good on what you said you'd do. Make a complaint to OFT and Trading Standards. Make a harrassment complaint to the Police. The police are obliged to investigate.
The more people that complain to the OFT and Trading Standards about this sort of practice the better
