Hi, Welcome to the forums.
Euro car parks are a known bunch of

otherwise known as a Private Parking Company.
What they have sent you is an invoice claiming that you owe them money. Basically this outfit has much legal clout as you or I. It's not a con in the sense they are not trying to get your bank details but rather more of a scam to try and get you to pay an invoice for a contract of with either dubious or no validity. It is likely that you will not owe them a penny and should not pay.

guide which you'll find in the stickies at the top of this forum. Also look at the template letters in that section. Also have a look at some of the other threads on this site and you'll see there are plenty of these sorts of companies doing this sort of thing so you are not alone.
Fortunately, as you'll see, there are some remedies which can generally put a stop to these things.
