Default PCN whilst disabled badge on display

Hi,
I could really do with some advice. My Mum & Dad went shopping today and when they got back to the car a traffic warden had issued a PCN. My Mum is disabled and has a badge which was clearly on display. There was no disabled parking bays left to park in so Dad parked in a normal parking bay. The warden said that because they were not parked in a disabled bay they should have bought and displayed a ticket even though they had the badge.
Should they have been issued a pcn or was the warden wrong in doing so?

What does the signage say? Most usually say that parking is free for BB holders up to x hours. If it does, they don't have to park in a disabled bay at all and they should appeal. If it doesn't, then they should have paid for the ticket.

In London it works like this.
If you can't use a disabled bay, and use a normal one, then you need to buy a ticket for either the minimum charge, or the time needed minus one hour free with the badge. You get that additional hour free.
So you need to display a ticket to commence the timing, if you need two hours, then you pay the first hour and set the clock for the commencement, and additional time gets added to the end of the ticket time purchased.
A call to their barking solutions dept will clarify.
