You should appeal straight away as they may cancel the ticket once they see their mistake. If they don't, then you can go to appeal and would almost certainly win. Additionally, if you are loading, you should be observed for 15 minutes (of inactivity) before a ticket can be issued.

There is no such regulation that states this it is down to each Councils policy. |
