Default PCN from the Council

We received a PCN from havering council from one of those little stupid cars with the camera on top, we was working on a shop in the main road we pulled in the side road, to see if the shop was open. The shop was open so we pulled up on the front to fit the job. Then received the PCN

Plus the PCN was delivered to the factory next door to ours who was shut down for 2 weeks holiday so we have just received the notice and the 14 days has past for the 50% discount

PARKED IN A RESTRICTED STREET DURING PRESCRIBED HOURS.

Should we pay? And if so what about the fact the 14 days has pasted because of the above problem.

Why was it sent next door surely it was sent to the vehicles owner?

You could probably do a statutary declaration to say you didnt get it in time but would probably cost more than the discount. Is the PCN worded correctly and were the yellow lines correct and with time plates?
