Did you send them £30 or £60 the first time? You say £60 which is the full amount if so why are they demanding further payment?
If the payment was £30 and you missed it by just a day or so write a polite letter explaining you did try to pay promptly enclose any proof such as cheque stub with the date, proof of posting etc. Ask them for proof it was not received on time most mail received by councils is recorded which hopefully they will not have.

You have lost me? You get a 50% discount if paid in two weeks the Council website says Plymouth charges are £60 making the discount £30. It does not go up again to £90 if it was £90 the discount would have been £45? How much did you actually pay by cheque?

I suspect that the Charge Certificate was issued and this prompted payment. Unfortunately, too late to avoid the 50% surcharge.

H00vertime, we need to see a timeline. eg

Date of PCN
Date of NtO
Date of posting payment
Date of charge certificate
etc.

Do you still have the paperwork? if so, scan, remove personal detail and post for us to peruse.

That's why the increase is so abrupt, you've probably also got a CCJ and the court and bailiff fess have now been added.
