The Parking Attendant (not traffic warden) is wrong. Having the CPZ signs on
both sides of every road into the city centre removes the needs for signs on posts to outline the times of operation of the lines.
If the lines are not complete, they are a nullity and not enforceable. Many parking adjudicators take a relaxed view of broken lines, but there is a High Court precedent of Davis v Heatley that basically says if the signs (and lines are signs) are not a prescribed, then not contravention can occur - even if to a reasonable man the meaning of the sign is obvious

See above. The CPZ signs inform as regards the lines - they do not replace them

As they are paid, teh Council will consider the issue closed and therr is now no appeal to the adjudicator.
The only way to get your money back id the sue the Council for restitution in the County Court - it's not easy or quick.
