Default our mom and council tax should she have to pay ??

my mom earns £400 per month obviously she has some other bills somewhere she pays

sure she told me £94 per month council tax out of her money

she has 3 bed house in birmingham

now my brother is self employed but has not been working for a while he owes some debts and stuff on his business (long story)

should if any or does my mom have to pay any council tax

well i can answer that no she bloody well shouldnt it should be my brother

no seriously can she get reduction or what ?

they have mortgage at the moment and my brother doesnt seem to be doing much as in the way to help with any bills

yes i know he needs a little telling off or 2

any help anywhere please ?????

council tax is I believe the responsibility of the person on the electoral roll at the address

Council Tax liability falls on the person who is highest in the council tax 'hierarchy of liability'.

Generally speaking the liability goes in the order of resident owner, tenants, other occs, non resident owner. Who ever comes first in the list is liable for the property - the electoral list has no bearing on the council tax.
