You talk about people being reported for not paying the damn tax yet you now admit to evading it yourself! Do you not realise that our council tax goes up every year because people like you who don'y pay it are sometimes not traced and it is written off!??
We all end up paying for the likes of you!Its taken a while and it has taken a huge amount of effort but i am almost there. This lad needs to pay his way - there is no negotiation on that. Then why crucify the lad if you can empathise?

Glaswejen - as a fellow Scot i say your instinct was right. If the Irish lad wants to come over here, he needs to pay his way - end of. Like you have???

If all the the residents of the property have one joint rental agreement rather than one each with the landlord (ie not multi-occupancy property or bedsits), then the household as a whole is liable for council tax. If one of them is not a full time student then that is 75%, if all of them are full time students then there is none.
