If it is the preliminary letter that you sent in the first place, and you gave them 14 days to respond, which they have done, then you need to move on to the letter before action (LBA) and give them another 14 days, and if they still don't refund, THEN you can go to Moneyclaim.
The letter they sent is pretty standard, but you would be wasting your time going to the ombudsman. Take another look at the FAQ's and the step by step instructions. Also read some other Lloyds users threads to get a feel for how they are likely to behave. Your girlfriend should get a parachute account to be on the safeside.
The more you read, the more you will understand, and with that comes confidence that you know what you are doing.
